California DTSC Proposes New Requirements for 1,4-Dioxane in Shampoos and Dish Detergents
The California Department of Toxic Substances Control (DTSC) is proposing to designate manual dish detergents and shampoos containing more than 1 ppm of 1,4-dioxane as “Priority Products” under the Safer Consumer Products program.
If finalized, this designation would introduce new regulatory obligations for manufacturers of affected products sold in California.
Key elements of the proposal
- Products containing greater than 1 ppm of 1,4-dioxane would be subject to DTSC notification requirements
- Manufacturers may be required to either reformulate to ≤1 ppm, discontinue sale in California, or conduct an Alternatives Analysis (AA)
- DTSC review of Alternatives Analyses may lead to additional compliance measures
This proposal could increase the need for analytical testing, supplier verification, and supply chain controls for affected product categories.
